Hey everyone im still kinda confused with this LM317. ok so im running figure a leds in a series of 3 blue 13,000mcd 5mm with 3.2 typical foward
voltage and a current of 10ma w/120ohm resistors. now im running these to a car which i understand the voltage can be anywhere from 12 volts up to even 16 and the current varies much also. now with the LM317 this controls the current at 20ma? and also will i  be able to run 3 leds in a row or will i have to do 4, im lost. 

all the leds are being run off a sho me flasher http://able2products.com/pdfs/11_1005_1005SF_instructions.pdf
 
I used to just run the leds without the LM317 in that order above. is this ok to still do or not reccommended?
